Round Two: Building our Second Environmental and Sustainable Procurement Program for the Winter Olympic Games

Being a part of the bid that brought the Winter Olympic Games to Vancouver in 2010 was a once in a lifetime opportunity – as was getting to work as an expert advisor to the 2010 Vancouver Organizing Committee (VANOC) on the award-winning Buy Smart Program. So it is with great excitement that I undertake the opportunity to apply my experiences a second time by advising the Sochi 2014 Winter Olympic Games on the development of their Environmental and Sustainable Procurement Program.

During a recent fact-finding and project kick-off visit to Moscow I met with members of the Sohci 2014 Executive Team as well as key staff in functional areas such as Procurement, Environment, Sustainability, Licensing, Food & Beverage, Cleaning & Waste, and Marketing. The purpose of these meetings was to confirm the vision for the project and begin the design of a comprehensive environmental and sustainable procurement program. Another main focus was to begin to identify high profile products and services for showcasing a green and sustainable Olympic Games. Potential areas of opportunity include local food, products with minimal packaging and joint ventures with local firms.

My time in Moscow was intense, enjoyable and I met many wonderful people, and overall the experience left me with a number of high-level impressions including the following:

Similarities with VANOC: While Moscow is half a world away from my hometown of Vancouver, I was struck by the similarities between the office of the Sochi Organizing Committee and VANOC. A number of elements felt very familiar including the open plan layout, long working hours, and incredibly dedicated, highly qualified staff. There were also a number of familiar Canadian faces including Dennis Hainault (advising on venue management) and Ron Holton (advising on risk management programming).

Magnitude of the project: Getting ready for the 2014 Olympics is a huge undertaking and includes a $30 billion investment in construction to create a brand new stadiums, hockey rinks, curling rinks, speed skating venue as well as re-building the nearby ski hill and rail line that travels between the mountain venue and Sochi.

Sophistication of project systems: While in Moscow I was introduced to the Enterprise Resource Planning System, a complex project management and procurement system for managing all products and materials purchased. In addition, the Organizing Committee has set up a centralized Project Planning Office that helps to coordinate all internal projects with the overall Master Plan for the Games.

Hope and vision: The environmental and sustainable procurement program is aiming to be a straightforward and practical program with the potential to have a significant impact in key areas such as energy efficiency, packaging and economic opportunities for the surrounding region. The Sochi 2014 Organizing Committee is fortunate to have great staff teams in the Environment and Sustainability Functions – and I’m inspired by their passion to do great things for their country and honored to be a part of a new green movement within the Russian Federation.

I’m looking forward to returning to Moscow in early 2011 to finalize the design of the procurement program. I’m also hopeful that this partnership will continue beyond the program design phase and that Reeve Consulting will have the opportunity to support the ongoing implementation of the project leading up to the 2014 Winter Games.

Tim Reeve reports from Moscow: Environmental and Sustainable Purchasing for Sochi 2014

This week Tim Reeve has been in Moscow meeting with key members of the Sochi 2014 Organizing Committee regarding environmental and sustainable purchasing for the upcoming Winter Olympic Games.

Starting with two-days of intense fact finding meetings with functional areas of the Organizing Committee, Tim has spent the week learning about the scope of purchasing within key functions and the link between the Sustainable Management System and sourcing.

Tim reports that throughout his meetings there has been a high level of interest in environmental and sustainable purchasing from senior management, executives and staff. There has also been discussion of ambitious overall programs that would set new standards and benchmarks for sustainability within the Russian Federation. Key areas of opportunity include cleaning and waste, ceremonies, food and beverage, construction and overlay.

Perhaps the most exciting news of the week is that the final Sustainable Management System has been approved by the Organizing Committee Executive.

Building on lessons learned from the successful Buy Smart Program for the Vancouver 2010 Olympics, Reeve Consulting will spend the next several weeks designing policies and procedures to move the Organizing Committee forward on their journey towards a green and sustainable games.

Reeve Consulting and the Municipal Collaboration for Sustainable Purchasing

Reeve Consulting recently initiated the Municipal Collaboration for Sustainable Purchasing (MCSP). The aim of this project is to leverage the collective experience of municipalities to advance their sustainable purchasing initiatives by sharing ethical and sustainable purchasing (ESP) resources and lessons learned.

The value of ethical and sustainable purchasing for municipalities

Ethical and sustainable purchasing (ESP) is becoming an increasingly important element in the sustainability sections of municipal strategic plans. Few other programs can directly contribute to multiple civic agendas around zero waste, climate leadership, local economic development, strategic sourcing and staff engagement. Among the advantages of an effective ESP program are mitigating legal and brand risks, enhancing the municipal brand as a sustainability leader, reducing costs by selecting products with less waste, energy consumption and product related health risks and building staff engagement around sustainability.

Facilitating ESP with the Municipal Collaboration for Sustainable Purchasing

Recognizing that ESP is a new and evolving field, Reeve Consulting understands that municipalities need access to tools and information to help them make the right decisions. Through regular conference calls, webinars, expert consultations and sharing of electronic tools, we’re facilitating the development of results-oriented ESP programs that make the best use of limited resources.

Specific initiatives undertaken by participating municipalities include reducing municipal waste by demanding products with minimal packaging, reducing carbon emissions by selecting energy efficient certified electronics, and limiting toxins by sourcing green cleaning supplies. At the same time, participating municipalities are considering the social impacts of their procurement by demanding products that meet international labour standards for fair and safe working conditions.

According to Jeff Byrne, Chief Procurement Officer, City of Ottawa, there are many benefits to participating in the MCSP program including increased access to information and lessons learned, developing civic partnership and leadership, and advancing sustainability performance in the public sector. Another active participant in the group, Shannon Clohosey, Sustainability Projects Manager, City of Whitehorse, has said she’s very optimistic about where the MCSP project is going and wants to remain active in 2011.

To date nine Canadian municipalities have joined the MCSP project, which would not be possible without the lead sponsorship support of the City of Saskatoon, City of Edmonton and City of Ottawa. We are also pleased to have additional support from the following participating members: Halifax Regional Municipality, City of London, City of Guelph, Regional Municipality of Wood Buffalo, Town of Olds and City of Whitehorse.

City of Vancouver Commits to Fair Trade Java; the Greenest City just got a little bit Greener

The City of Vancouver is keeping pace with several other Canadian municipalities by applying to become a “Fair Trade Town.” This commits the City to purchasing Fair Trade coffee, tea and sugar, as well as other Fair Trade products for meetings, offices and cafeterias. Eight Canadian towns have already received certification and at least eleven other Canadian municipalities are working towards becoming “Fair Trade Towns,” including Montreal, St. John’s, and Quebec City.

Transfair Canada – Canada’s third-party certifier of Fair Trade products – provides the official “Fair Trade Town” status, which is slated to happen for Vancouver this week, just in time for World Fair Trade Day (Saturday, May 8th). Vancouver will be Canada’s largest municipality to have achieved this designation.

Fair Trade guarantees that business supply chains function according to standards of fairness, transparency and accountability – setting the proverbial ‘level playing field’ – especially for those at the producing end of the supply chain. Vancouver’s commitment to Fair Trade means the City will use its spending power to advance several social and environmental objectives, such as the ‘green economy’, ‘fair labour practices’ and ‘toxic free’ food production.

In a report presented to Vancouver City Council, ethical and sustainable purchasing has been identified as a key priority by Mayor Robertson’s Greenest City Action Team, and is seen as a strategic and cross-cutting lever for making Vancouver a leading edge sustainability organization.

We at Reeve Consulting believe these kinds of commitments are a very important piece in creating a green and fair economy; an economy from which everyone can derive benefit. We think more municipalities should commit to these policies. We also know that public declarations are just one step in a process of positive change. They are an important declaration. But as many will attest, maximum strategic impacts come when innovative policy meets with outstanding implementation.

The Organizing Committee for the Sochi 2014 Winter Olympic Games seems poised to continue the strong legacy of ethical and environmental purchasing within the Olympic community. Organizers for the Sochi Games are currently working with a team of strategic advisors to design an environmental procurement program that will result in a 2014 Winter Games with less waste and lower GHG emissions. Sochi has been particularly interested in the Vancouver 2010 Buy Smart program, an ethical and sustainable purchasing program that Reeve helped design and implement, which was recognized as setting a new bar for Olympic purchasing programs.

Reeve has partnered with Shaneco, a Russian environmental consulting firm, to create an Environmental Procurement Policy (EPP) for Sochi 2014. The draft EPP has been designed to foster procurement practice that is in harmony with nature, is climate neutral, minimizes waste, and enlightens the suppliers of the Sochi region as well as the broader community. Dmitriy Kolosov, head of Environmental Programming for the Sochi 2014 Organizing Committee, stressed that it is imperative to use the high profile of the Winter Games to “enlighten” the Russian supplier community in order to have a lasting, positive impact on the natural environment of the Sochi region.

So far it has really been the Organizing Committee’s, such as Vancouver 2010 and London 2012, who have really led the way within the Olympic community at increasing the uptake of ethical and environmental procurement. It is interesting to note a comment made by Derek Wyatt, Chair of the All Party Parliamentary London 2012 Olympic and Paralympic Group. At the Sports, Legacy and Sustainability Dialogue, held during the Paralympic Winter Games in Vancouver, Wyatt talked candidly about the need for the International Olympic Committee (IOC) to offer greater commitment to ensuring an environmental sustainability legacy in Host Cities. In his opinion, OCOGs and Host Cities carry the environmental sustainability agenda with little support from the IOC.

The new Candidature Procedures, the procedures for bidding to host the 2016 Games, now ask bid cities to demonstrate the steps they will take, in regards to sourcing licensed products, to ensure that social and environmental factors are taken into account in making selection decisions. This is the first time this question has been asked of bid cities, but this direction is limited to licensed merchandise (products that carry the Olympic logo) and does not extend to sourcing sustainable items for operational purposes. Reeve hopes that as Organizing Committees continue to push this agenda forward that the IOC will consider ways in which it can offer more specific direction to sourcing sustainable products and services for all functions of the Olympic Games.

Reeve Consulting has proudly sponsored students to participate in the 2010 Engineers Without Borders’ Bridging the Gap Conference, Western Canada’s premier international development conference.  This conference will engage youth and professionals from across the Lower Mainland on current issues related to international development and poverty reduction, including fair trade and sustainable supply chains.  Reeve staff has been helping to coordinate the conference on a volunteer basis and is looking forward to attending the conference as a potential workshop facilitator.  The conference is open to the public, so we encourage to attend!  For more information go to http://bridgingthegap.ewb.ca/.

City of Edmonton Council Unanimously Accepts Reeve Developed Sustainable Purchasing Policy

Edmonton has now joined the ranks of other progressive Canadian municipalities that attempt to eliminate sweatshop labour in their supply chain. The new Sustainable Purchasing Policy (SPP) encourages City staff and suppliers to look at ways to reduce environmental and social impact by purchasing sustainable products and services.

In consultation with City of Edmonton staff, Reeve Consulting developed a policy that provides formal direction to continue excellent efforts around “green” purchasing and now compliments this with emphasis on the social side of the equation. To assist with policy implementation, Reeve designed a complete package for the City that includes the procedures and tools to effect significant change with a focus on rewarding suppliers who demonstrate leadership.

Last year, the City spent approximately $1.5 billion on construction, products and services. Using the Reeve developed tools, the City will initially focus on incorporating sustainable purchasing practices in ten product categories. Over time, sustainable purchasing criteria will be incorporated into all product categories.

Reeve Consulting is thrilled by Council’s unanimous support of the SPP and thoroughly enjoyed working with City staff who are so energized and enthused about making Edmonton’s supply chain sustainable.

Ethical & sustainable purchasing around the dinner table

What happens when you bring some of the leading policy makers and practitioners in ethical and sustainable purchasing together over dinner? Lively and informative discussion on maintaining VANOC’s Ethical and Sustainable Purchasing (ESP) momentum, the influence of larger contracts vs. smaller ones, concerns of audit fatigue, as well as the importance of supplier engagement and looking inward at your own practices were all subjects discussed in a recent congregation of Vancouver-based thought leaders.

On November 30th Reeve Consulting hosted an Ethical and Sustainable Purchasing dinner with the goal of facilitating conversation between some of Vancouver’s movers and shakers and exploring the opportunities and challenges facing the ESP movement.

Over dinner, the desire to ensure the momentum created by VANOC is maintained post-Vancouver 2010 was discussed. Small licensees, in particular, have been able to leverage the VANOC license to encourage factory compliance and there is concern that the once the Olympics is over the influence small companies have on their supply chains will dwindle.

Common challenges raised by purchasers were both lack of buying power relative to overall factory production and audit fatigue on behalf of factory owners. Rory stated that he heard reports of one factory that had to conduct nearly one audit a week to keep up with the demands of factory compliance. Harvey suggested one possibility for addressing audit fatigue is to place more emphasis on direct engagement with suppliers and less emphasis on using a particular audit. If a factory has passed a standard audit then accepting those results while directly engaging the factory owner may bring about a more fruitful outcome. These comments lead into deep conversation on ways to share factory audit information without losing competitive edge and better ways to directly engage suppliers.

Monica and Denise both suggested that educating consumers needs to be a high priority in furthering the ESP momentum fueled by VANOC. Rory suggested that combining this with some kind of positive recognition for companies that practice ESP rather than negative recognition might help consumers make more informed choices. Often consumers are made aware of the companies they shouldn’t buy from rather than the good ones they should buy from.

Melorin and Daryl recognized the significant opportunity for large companies to move beyond “greening” their retail product by “greening” their operations. Denise agreed, stating that in her work she often finds that “green” companies have put so many resources into their retail product that they have none left for internal operations and often turn to her when they realize their promotional items are in direct contrast to their own retail product.

Also, there was a good discussion of how purchasing organizations can contribute to human rights violations by putting unreasonable demands on their suppliers. For example, when a large order is needed immediately, then it may be that employees are required to work longer days that are in violation with international labour conventions. It was agreed that it is important for purchasing organizations to recognize their influence on factory labour conditions in order to help their suppliers comply with international labour standards.

The dinner wound down with everyone feeling energized and more connected. The Reeve Team really enjoyed hearing what our industry colleagues had to say and looks forward to another opportunity to continue these discussions.
